Biography
Barrister Ahsan J. Pirzada is a Partner at MOHMAND SHERPAO PIRZADA Advocates and Corporate Counsel (MSP) – a law-firm based in Islamabad and Peshawar. He is engaged in both advisory and litigation capacities, whereas, his practice spreads over a broad spectrum of legal disciplines, with significant involvement in litigating constitutional, civil, commercial, energy and tax-related matters, before the Hon’ able Courts of Pakistan.
During his legal career, which commenced in year 2012, he has rendered robust legal representation and advisory services to multinational companies, public limited companies, Banking and Non-Banking Financial Institutions, donor agencies, governmental and semi-government organisations, including but not limited to, the Competition Commission of Pakistan, the Election Commission of Pakistan, the Federal Board of Revenue, National Electric Power Regulatory Authority, Ministry of Law and Justice, Ministry of Pakistan Railway, the Dawood Group, Bank of Punjab Ltd., Oracle Systems, etc. Barrister Pirzada’s portfolio is versatile, dynamic and adept. He has and continues to advise various high-profile clients engaged in a diverse range of businesses across Pakistan, including hospitality industry, large-scale construction projects, etc.
Similarly, he has extensive experience in representing and advising clients on matters falling within the purview of the Federal Investigation Agency and the National Accountability Bureau, etc. Barrister Pirzada also specialises in the intricacies relating to the Public Procurement laws of the Country, and has been advising and guiding national and international clients’ responses to various tenders floated by Procuring Agencies from across Pakistan. Furthermore, he has also been engaged by Ministry of Railways to advice and draft Request for Proposal/Tender Document, pertaining to the acquisition of services for the implementation of “Railway Automated Booking and Travel Assistance”, among others.
Moreover, the Government of Pakistan was pleasured to appoint Barrister Pirzada as member of the Task Force on Anti-Corruption Laws, headed by the Hon’ able Minister for the Ministry of Law and Justice, pursuant to the International Monitory Fund Stand-by Agreements. As a member of the Task Force, he authored a detailed report proposing reforms for the anti-corruption laws in Pakistan. In addition to the foregoing, Barrister Pirzada continues to provide guidance, support and assistance to numerous elected parliamentarians with respect to legislative drafting.
Before joining MSP as a partner in 2023, Barrister Pirzada led and managed his own law practice, Jamal & Jamal Advocates and Corporate Consultants (J&J). At J&J, in addition to providing legal representation to his clients before the Hon’ able Courts across the Country, he also provided advisory services to private entities on complex matters relating to the regulation of electric power, its generation and supply. Barrister Pirzada was engaged by Fauji Fertilizer Bin Qasim Limited to help it secure an exclusive “Generation License” from NEPRA. Under his leadership, J&J has also served as the Legal Adviser to Fauji Power Company Limited (“FPCL”) during which period, Barrister Pirzada was responsible for conducting thorough due diligence, regulatory compliance, corporate structuring and providing legal opinion and advice on all legal matters of FPCL.
Barrister Pirzada has also collaborated with the Japan International Cooperation Agency and the Board of Investment to review and reform the legal and regulatory frameworks governing Pakistan's Special Economic Zones, while also devising a framework for “One-Stop Shop(s)” to facilitate capital influx. These efforts were aimed at enhancing foreign direct investment and encouraging local investors to establish commercial ventures within these zones.
Similarly, with the help and support of Pakistan Institute of Development Economics, he conducted a comprehensive analysis of the Country’s civil justice system, the Code of Civil Procedure, 1908, and all enabling laws, their historical background and evolution over time. He then carefully gathered the acquired data to formulate a practical and solution-based report for the procedural and substantial impediments plaguing the system. Furthermore, he has conducted an in-depth analysis of the regulatory framework governing the Country’s sugar industry and, in this respect, devised instrumental reforms. The said report was also published in 2023.
In addition to the above, prior to pursuing private practice, Barrister Pirzada had worked at RKA Law, RIAA Barker Gillette and the Securities and Exchange Commission of Pakistan (“SECP”), where he indulged in advising clients on a diverse range of legal matters, including but not limited to, regulatory issues, FIDIC contracts, public procurement and CPEC project. On the legislative end, while working at the SECP, he provided assistance to the Corporate Law Review Commission (“CLRC”) which was entrusted with drafting the Companies Act. The proposed draft, as prepared by the CLRC, which was promulgated by Parliament as the Companies Act, 2017.
Barrister Pirzada earned his Bachelor of Laws degree, with First Class Honours, from the UK. He further went on to do LLM, specializing in International Banking and Finance Law, from University College London and completed his Bar Professional Training Course from the City University, London and remains a lifetime member of the Honourable Society of Inner Temple.
